You can hear the flaps move and the heat does get directed to the windscreen, centre vents and footwells when you change the direction. All this works fine. Just checked every fuse and relaced 5 or 6 more that even remotely looked tired or dull.
Is there a relay which controls it or is it just the fuse?

Yes its a D9 - and the fan does not turn at all, ive read that the brushes get worn which stops reating the electrical field for it to turn, could it be that my second hand blower has the same problem, or is it definitely a circuit fault.
