It is basically a 'smart' transformer that reduces the voltage of the AC coming out of your sockets to 220 to 230V. It is my understanding that you generate the static as you slide out of the seat. If you hold the door or roof (or anything metal) while exiting you should discharge the electricity as you generate it and thus not get a shock when you shut the door.

The 406 is a very good tow car. The 2.2HDi won tow car of the year in 2002, just make sure the weights of the car and caravan are a good match.
