On the posting page, at the bottom under neat the Submit button, there are two tabs. One says Options, the other says Upload Attachment.

Hit the Upload Attachment button and that should be you!

We used to have one a while back called "The Garage". With the forum being updated though it was deprecated. I'll have a look and see what software is out there.
