Help please! Failed MOT!!

My 1999 406 LX has just failed its MOT,

001 The offside front (anti roll bar link arm) tie bar/rod insuecure - this has been replaced
002 (fuel filter leak) Fuel Pipe leaking - here lies the problem!

My other half has got the car on the ramps and taken off the old fuel filter, with difficulty, and the outlet pipe seems to be damaged, my question is this... where does this pipe go to, ie where is the other end of the pipe, is it into the fuel tank/engine etc etc? Is it easy to replace? Is it cheap to replace?

Hello. Umm, we kind of need to know what engine it is I'm leaning towards petrol because the filter is underneath but I suspect it needs to be a tad more specific.
