The swirl valve shuts off air flow to half the inlet valves at low engine speeds to incease air velocity through the others and improve fuel atomisation / distribution within the cylinders. It should open at 2100 RPM.
At first i also thought that it is a vacuum leak but if this is a leak how could it solve it self sometimes?

I found a few of the rubber connectors that join the plastic pipes to the solenoids or actuators to have swollen with oil contamination and no longer provide a reliable seal. Another possibility is the 3 vacuum restrictor ports inside the tee piece branches off the main vacuum pump to servo pipe. These are something like 0.7 mm diameter and can get clogged which makes the affected part of vacuum system slow to respond.

I see, i will take a good look at the vacuum pipes where it connects to the solenoids and actuators. Is there any picture on the internet of where is this T Piece? as i could not find one and couldn't locate it on my car either. Thanks in advance !

So i went thru every vacum pipe and there seems to be totally no leaks at all.. When disconnecting both pipes from the EV there seems to be no movement at all from the swirl valve( which i think its normal)

On the EV there is a label on the top spout called "VACUUM" and the other named "OUT" I left vacum pipe connected to see if the "OUT" pipe will give some airflow, but instead the "OUT" was sucking in air.. is this normal ?

I agree that's normal.

Again normal, it's connected to vacuum pump, if the solenoid's activated. (Which it should be below 2100 RPM).

So i went to a local mechanic and told me that the electro valve of the Turbo is the same as the electro valve of the EGR, they both do the same job.

So to test if this issue was coming from a faulty EV i switched these EV, but problem still remains..

Also he told me that the EV gets powered by a 6 V power connector.. and it might be only giving 3V so its not powering as it should be

When i tested with multimeter it was giving 12 V.. so i think this is not the issue?

if you can find a 2 litre 110 in a breakers yard nab the pipe running from the vac pump to the brake servo, this pipe will have enough spurs for your turbo and swirl actuator only. Plug it in with nice new rubber pipe and test the system.
Fitting this may throw an EML on a standard mapped 2.2 but I doubt it will cause limp mode, what it will do tho is eliminate lots of things to narrow down your fault finding.

When I had my vacuum leak it was on a short length of rubber pipe where it bent 90 degrees and the split was on the inside of the bend, I only spotted it when I took it off and happened to straighten the pipe.
