Did you work it out? I suspect in your case it would mean removing the engine or head..?

Not done it on a 406 but the upper inlet bolts are covered by the exhaust Mani. I would remove the exhaust Mani studs by double nutting them, let the exhaust / turbo etc... Drop a bit to expose the nuts then you ' should' be able to remove it. You will need a new gasket as its the paper type.

I found the best way for me was to remove the top engine mountings and pull the engine forward and wedge it with some wood to give yourself more room. Keep an eye on the gear cables its easy to snap the mounting bracket
If it doesn't fit you need a bigger hammer
