I wouldn't say that it's normal to struggle to reach 80mph. The 90 is a bit sluggish but should still be coaxed into a decent turn of speed. You could check that the air filter is clean and then check for air leaks in the turbo hosings etc.

Check your brakes arnt binding my old 90 struggled to reach 80 and fuel consumption was rubbish when the fronts were sticking

Got new pads and discs, getting about 600-650 miles from a tank. on motorway long enough time it can reach past 80 + 11 its got plenty torque can get up my drive sloap in 2nd without throttle. all filters clean, and car serviced just before we got it even oil clean new filter and stuff. Think just have to live with it, thought it would be more pokey than my old 1.8 Petty 406.
