1.9td turbo issue, no boost at all. Waste gate seized?

Hi all, so I've had my 406 a month, it's a 97 1.9td saloon. there's no boost what so ever. My mates dad had a look at it and tells me that the waste gate is seized. The only car I've ever worked on is a land rover discovery and everything is right in front you in the bay. Can I get to the waste gate without taking the engine out as even looking down the back from above I can't seem to see anything that looks like what they described :-/

Nah mate, you need to jack the front up crawl underneath & have a good look up, the turbo's at the back of the engine,
between the engine & the bulkhead

Just an issue with idle speed now!
