406 sri turbo

hi, i have just bought an sri turbo 8 valve and the turbo doesnt seem to do anything, in fact my old omega diesel is quicker, not knowing too much about 406 turbos, can anyone advise me what to check. there is a black vaccuum controlled unit that sits in two hoses that has been off at some point and has no clips on it, so wondered if that could be a starting point, also how do i test the turbo

stick a boost gauge on to see if its boosting think it should boost to around 7-8 psi or another method is give it a few revs from under the bonet while squeezing the boost pipe if its boosting the pipe will be harder to squeeze
