bad starting

Hi can you help. I have 406 1997 1.8 16 v petrol.
some times when the engine is cold it will not start (engine floods) I remove the plugs clean them (plugs are wet with fuel)
replace the plugs, engine will start??? then runs ok. the car has been to Peugeot garage they can not find the problem.
