The correct procedure for testing a diesel emissions is this.....
With the probe up the exhaust and oil temperature at 80 degrees, one rev until the rev limiter cuts in (one quick rev)....if the standard is met the car has passed and the machine terminates the test.
If the standard is not met the machine indicates 2 more revs until the limiter cuts in, if the standard is met then it passes, if the standard is not met then 2 more revs will be required and if the standard is not met the car fails.
The later Peugeot/Citroen/Nissan/Renault diesels will not rev above 2,500 when not moving on the road.
From this July there will be stricter emission limits for newer type diesels....the limit will be half that now used.
As for refusal to test, the tester has the right to refuse the test for any reason he deems appropriate.

the MOT tester reved the car 4 times.

Yes, and no, they revved it until the machine detected that the average of the figures for the different revs was within limits....it could have failed 2 but passed 2, depends what the readings were.
