Now I have seen the engine, yes, glow plugs are the likely culprit. 25 amps is not enough for 4 glow plugs, 60 amps would be nearer the mark. You need to disconnect each plug and either check the current flowing or measure the resistance, they should be somewhere around 1 ohm, much higher or completely open circuit and there is your problem.

If replacing, use Bosch or NGK unless you want to do it again real soon......

It was the plugs folks two dead out of 3, I have only managed to get 3 in so far.That one behind the pump is a bugger.The car starts immediately the heater light goes out.Any ideas of how to get that last plug out.I wish someone had a youtube video on how to do it.Thanks to you all for taking the time to reply.

Well done! Glad you got it sorted 
As for the last plug,,, move the metal injection pipes out of the way and also the rubber pipe that's there if I remember correctly.
Soak the threads with WD40 overnight and do the job when the engine is cooling down but not hot as you will burn yourself.
A long 12mm spanner will help!
