Re: Citroen Saxo power steering prob
possibly, could also be engine running relay under the glovebox, if the alternator isnt charging the pas wont work as its the alternator that triggers the relay, try turning the ignition switch back slightly once the engine is running

Definitely sure it has PAS? Not many 1.1's have power steering, and T reg was the year they started changing.
Got any pics of the engine bay?
Power steering pump and filler should be in front of the battery.
Check the connections as these sometime go wrong. Try wiggling them and getting a multi meter on to see if it is all working ok. Have you tried taking the pump off and trying to run power through it separately?
What way round are your strut top mounts? if they havent been orientated correctly then it can affect how heavy the steering. I have non PAS, but have them in the PAS position as it allows slightly more turn in.
If it was the Alternator then other things on the car would probably be effected aswell, but if it is on its way out, or your belt is loose it may not be supplying enough power to the PAS pump. Have you checked all the fuses and relays?
Sometimes if the ignition barrel has packed in it doesn't send a signal to the PAS relay and so doesn't work and will need replacing. Again get a multi meter on it.
