2 litre petrol EW engine - power loss

I have a really nasty flat spot at low revs. It picks up great at 2500 revs and above but is pretty bloody sluggish before that. If I slap my foot to the floor on the throttle at idling the revs take ages to come in - not an immediate response. I've changed the map sensor, lambda sensor and got a new CAT fitted. I know my idling is a bit iffy - prob need a new stepper motor - but don't think this should affect car on the road at load. Not changed my fuel filter since I had the car though. Any ideas?

change the air filter then clean inside the throttle body and the idle step motor in the throttle housing ,
