belt tensioner

wanted to change the aux belt today but gave up because i cant shift the tensioner.
its a 1.8 with aircon and according to the haynes just stick a square section in the hole at the bottom of the tensioner to remove pulley from belt, lock it, change belt remove locking pin, job done but the tensiner arm wont budge
tried the old brute force and ignorance approach with a hammer but nope aint moving
anyone any ideas?? has the tensioner shot it??
