Siezed turbo ?

Hi guys, think i have a problem with my 1996 exec 2.0 turbo (petrol)

Was out driving the other day, came down a long hill in gear using the engine to slow the car, got to the bottom of said hill and noticed i had no turbo (no spool-up noise etc) K light WASN'T illuminated, checked under the bonnet for anything obvious and found nothing amiss, carried on driving and came upon a long incline on the motorway, kept it in 5th and kept accelarating, all of a sudden the turbo kicked in and for nearly a week its been fine, this was until the other night when i pulled out of a junction, i noticed it wasn't boosting quite as well as it did, when i changed gear i had no turbo again :cry:

Pulled off one of the inlet pipes today and found that the shaft doesnt turn at all and appears to be siezed ? Anyone know why ? oil level is topped up and there were no odd noises beforehand ?
