lack of power

Hi can any one help please,I have a 406 1.9 td 1998 glx,it seems to lack power it feels to me like a lack of boost.I have given it a service and injector cleaner and after owning several xud powered peugeots know how they need the cobwebs blowing out but this hasn't helped.I have removed the throttle dampener this has made the throttle more responsive but still lacking power,for example i was driving up a slip road onto a motorway and struggled to hit 50 before the top,but when it gets going after quite a distance it goes well till someone slows me down then takes forever to pick up again i was wondering does the vacum powered diaphram on the rocker cover just control cold idle or does it pull the boosh pump for extra fuel on boost as well it would be brilliant if someone could explain how i could check its opperation is correct.it dosnt smoke much and starts very well,the timing belt has about 10k before due a change.Also there is a electronic valve with a green plug mounted on the bulkhead behind the intake manifold with two vacum pipes running into one side of it but a empty spigot for a vacum pipe on the other side does any one know if this is right.Any help would be very appreciated.

is your turbo spooling up ,could also be a split pipe from intercooler

Hi thanks for the info.I feel quite silly because it was the intake pipe had came slightly off the intercooler obvious really when I found it,originally I thought the sucking,blowing noise I could here from that area was just the intake.any way I put the pipe fully back on and hey presto I had boost,very happy but like I said I feel a bit silly for not finding it sooner.when It first boosted with the pipe back on there was a huge cloud of smoke which got less and less every boost now has gone,but there was some oil in the intake pipe do you know if there is any thing to worry about or is this normal for a car with 175k on the clock to leak a bit past the turbo.Any advice would be appreciated,thank you.

Perfectly normal to have some oil in that pipe.
