Turbo pressure to high , MAP?

Hello : I have been reading the info here about this Po245 fault hi turbo press.
I have found one vacumm ev valve leaking , it didn't close at all, replaced that . then I fixed the leaks in
the inter cooler pipes . One was a crack in the plastic pipe under the engine and the other was the exit joint
of the inter cooler at radiator. I can see why this one leaks , a circular jubilee clip on an oval plastic coupling
not good design work. Then with PP2000 I reset the faults only to get it back again. It runs better than before
but the turbo does'nt kick in like when I first got the car. So my question is about the map sensor
the info about the fault (F9 key)on PP2000 says turbo pressure 1882 and turbo press. ref 1482 . at 2120 rpm
would this info be the indicator that the MAP sensor is reading to high ? I wonder is the reference the set point
and then the ECU use the MAP value to ajust the turbo actuator ????? any ideas?
the car is 2.2HDi 03
