New air filter

Hey guys.
I got a new air and oil filter along with a few other bits and bobs for my '97 406 (2.0, saloon) for Crimbo.
I go to replace the filter a few days ago and the new one has a grey foam pad stuck to it whereas the old one doesn't.
I checked this thread (didn't want to bump) and it seems like it should be there. Should I remove it or is was it an intended change? It it only intended to be used on the later models?
I think I read somewhere else about the filters getting wet and the foam stops it from flying into the engine, but the foam doesn't seem too tough. Could just be being paranoid.
On another unrelated note, the near-side pipe from the radiator to the engine is pretty rusty. I gave it a coat of old oil (from the oil change) in the meantime, but is this an expensive and/or easy part to replace?
