Throttle jamming

The throttle on my 1998 2.1 diesel keeps jamming open, leading to one or two scary incidents.
After a bit of fiddling, I've found that the culprit is the spring-loaded part on top of the engine where the throttle cable attaches. It seems that it's sticking when the pedal is released, leading to a buildup of revs.
It looks like this, is it supposed to?
How hard would it be to remove it and clean it?
