It's a throttle flap that restricts air flow into your inlet manifold to ensure sufficient exhaust gas is recycled during idling, overrun and other periods of light engine loading. It is part of the egr system and works in conjunction with, but not necessarily at exactly the same as the egr valve.

It also has another function where it slams shut on engine shut down to reduce that ~~shudder~~

It works with the EGR, but if you get rid of/blank off the EGR you may as well lose the doser.

You don't need to, it will just be unplugged from the vacuum system.

You could replace it with the pipework from a 2003/2004 model which bypasses the air-doser for a neater engine bay if you like.
