Cylinder head and vacuum pump

I have just had are furnished cylinder head out on after a timing belt failure

Peugeot 406 1.9dt xud9te d8b engine

Now after about 50 miles I appeared to lose he vacuum to the braking servo.

The mechanic has looked at the system and advises he believes that the wrong cylinder head was provided as this has a ball bearing in the cylinder head blocking the outflow of the oil from the vacuum pump resulting in the vacuum pump filling up with oil and ceasing to turn and provide a vacuum.

He believes that the original cylinder head should not have had the ball bearing.

Does this make sense to anyone? Can I fit the later vacuum pump on appropriate for this cylinder head that has been fitted.

Yes I know I could go and ask for an exchange of head but as I have used private suppliers and mechanics it gets awkward and an easier fix maybe to use the appropriate vacuum pump for th head if that is possible?

Any other ideas
