fast idle

I have a 96 406 XUDT with the Bosch fuel system.
The tickover speed is high (around 950rpm) and I can't adjust it out. Bizarrely, it drops to around 800rpm when at high altitude (like at the top of a Norwegian mountain).
Is there anything that's not the tickover screw I could check?
