Engine Breathers

Hi Guys,
Just bought myself a 2001 406 HDI 90 with 106k on the clock. Lovely car but it has the messiest engine bay I have seen.
It seems a fine mist of oil has been sprayed all over the engine from the top of the cam cover (don’t know what its called but circled in attached image). I have checked both the breather pipes (still loose in the image) and these are both clear.
When the car is running most of the pressure is coming out of the sides of this fixed round plastic cover, is it supposed to do this? Also what’s the purpose of the central breather pipe as it appears to go straight back into the block?
Any help or advice would be greatly appreciated!!
