I have noticed that my cooling fans have never come on ever even in summer the engine temp is always about 80 "ish" is this a problem or should they come on they havent even come on when the a/c is on it has been into peugeot for regular services but wasnt sure that if its normal, im so used to my old xantia doing it that i wondered if there maybe a problem.

Also when i rev from a standstill there is a loud noticable whir is it the turbo or a belt i have had the cam belt done in july and the crankshaft pulley and fanbelt changed in jan2007

cooling hardly ever comes on on a HDi as they run so cold, try linking it directly to a battery to see if it runs

had my HDI over 2 years (almost 40k now) and i can rember ever hearing the fans come on. But the temp has never moved of just under 90.

Think 80 is probably low for a HDi may indicate the thermosat is past it best, doe the temp stay at a constant 80 or move around a little?

If the whir is quite whistley and only from around 1500rpm then it will be turbo. Its easy to tell on the 110 because it is ecu controlled so you can here the whistle come and go inline with your right foot going up and down :)
