I'd bet good money that your clutch cable needs replaced. Its, for want of a better description, like the brake cable of a bike. A metal cable with a sheath around it. Rust can build up in the sheath and restrict movement.

Sometimes a good clean and a generous spray of WD40 can help though.

Yup, my old 1.8 D8 had a rubbish feel to the clutch. I'm told it's because on the RHD version the cable has to make 2 90 degree bends and passes very close to a heat source, so any lubrication in there melts and runs away.

I found that disconnecting it from the gearbox end, then holding it up in the air and running oil down it and smearing grease all 'round the end whilst working the cable in and out makes it much better, but the improvement doesn't last very long

Hydraulic clutch versions are much better

IIRC (and I'm sure someone will correct me if I'm talking bolox) all the D9s had hydraulic clutches, but only some of the larger engined variants had hydraulics on the D8.

Only 2.1TD and V6's on D8 have hydraulic clutches

A lad at work has a T reg 1999 1.8 lx D9 and its got a cable clutch. So either there was a change over period in Peugeot whilst they used up old stock or some D9's are meant to be cable operated on the clutches.
