No it is not right, the exhasut housing ( Although if the turbine trim is the same as the T28 you may be able to simply swap the exhaust housings ) is wrong and so are the hose connectors... the T28's of those cars have 3 bolt flange connectors with gaskets... the 406 turbo has push fit hose connectors, another problem might be space... there is not much room for larger turbo's behind the engine... just crawl in and have a look see! ! The T28 uses a .48 A/R compressor cover, the 406 uses a .42 A/R and then comes the mounting point of the actuator, this would have to be addressed too!

Stock turbo will take 12 - 13 psi all day long with regular oil changes, standard electronic boost control on the 406 maxes out at about 12 p.s.i, so the choice is to either hybrid your standard turbo with a T28 wheel ( like I did ) or buy an aftermarket exhaust manifold and downpipe etc. then you can bolt any turbo you want to it ! !

Sort the turbo / intercooler combo, have it remapped / chipped, introduce a higher rated fuel pump and adjustable pressure regulator and you will be good for 220 - 250 providing you address the exhaust system!
