406 Petrol Turbo Wastegate

Hi,

Can anyone tell me if the wastegate on the turbo is at its rest point i.e not operated do the exhaust gasses run through the turbine and then when up to boost pressure the wastgate operates and that bypasses the turbine cutting boost pressure? Or does it work the other way round? Trying to work out if my electro valve is broken, I was under the impression that if it was the turbo would just overboost?
