2002 HDI 110 Issue

Folks,
I have recentley bought a hdi and the clutch pedal on my hdi went all the way down and changing gears became really difficult, i had to pull the pedal up and it was ok after that. I had it checked at a local garage and the chap said the clutch is not slipping and checked under the air filter housing for any clutch leaks and no leaks were found. He said it could be the clutch cylinder master, the car does have a high biting point but from reading th forums this seem to be the norm on these cars.
Can any one shed any light on what could be the problem? Also how much would it cost to change the timing belt?
