2.2 sri revving problem

Anyone got an idea what is causing this?
The tickover is erratic sometimes but fine others. When driving and I change gear the revs drop slowly and you can hear it between gears and if the clutch is dipped it can be running at anything between the normal 1000rpm to 3500rpm. When stopping at a junction it can be as high too then it will suddenly drop to normal tickover. Seems to be getting worse too. Is there a sensor that controls how fast the revs drop? Is there an egr valve on petrol engines?
I have just unplugged the cable where the accelorator cable goes and the one below the air box which I assume is some sort of air flow/ egr valve type thing
