Bottom pulley & cambelt change

Hi all,
Yesterday I did the cambelt on my 2.0 16v 406... When I tried to time up the bottom pulley the outer part of the pulley has moved causing the timing hole to be in the wrong place when the cams are timed up. The rubber has perished sightly, what is the chances of the outer part of the pulley coming off the inner part?
I also replaced the waterpump at the same time as the one fitted was noisy. Now ive got a different noise, sounds a bit like a bearing... hard to describe. I replaced all the idler pully and tensioner so there isn't anything that could be causing a problem.... Any ideas? Bottom pulley catching the cover?
