starting problem

starting problem
I have a 406 1.9td .It has a starting problem,the car turns and turns for ages and then starts even when hot .i was told it could be letting in air and allowing fuel to run back from the pump.i have looked and all fuel lines are ok .put new fuel filter and seal on the car.Any other ideas please
