Dashboard illumination is the illumination of the dashboard...

It means to light up

To hazard a guess....
If you've got no dash lights check the brightness knob which is by your right knee!
1996 406 1.8LX Got a bad case of hydro lock!
1996 406 Executive 2.0 Turbo XU10J2TE No longer hangin' on in there :(

Ha Ha , very funny ,,, was looking for practical info but heyho got info from classic car owner at work, who happens to own 406 as well as MGB GT(original "P" reg )(everyday transport)

I have only owned the car for 6 weeks , V5 only arrived last saturday , aren`t DVLA quick?

still loads to do to bring it up to acceptable standard (mechanically speaking)
thenits bodywork time, first thing being to replace front bumper which is cracked in two places .
