how do i post new topics?

i've tried posting on here about the problems im having with my 1.9td 406 and each time i try an submit the post i end up with a blank page and nothing posted. i've just noticed that you can't post untill you've had 2 checked, how do i do this? my car is really poorly and i could do with answers asap
