Water leak in Front passenger footwell

Hi

I have a leak when the car is angled higher on the Passenger side and there is heavy rain.

I have changed the door sealing sheet with a new one, however I have noticed that on the door rubber seal (at the bottom) in the middle it collects water. Over time it drips over into the footwell of the car.

Could the door rubber seal need changing, it looks like the water travels down from where the door hinge is along the base of the door and collects on the door rubber.
