Inspection plate under seat

I have an inspection plate under the rear seat of my couple ...I need to get it off but can't see how as water is getting in ...anybody removed one of these before ?

I take it that was an unintended typo mate?

The round (ish) plate I think you mean is the cover to the pump/gauge sender in the fuel tank. You'll have to drill the rivets out to remove it.
