there is a way of fitting say a too smaller tyre diamiter to a large diamiter alloy by stretching the sidewall, i dont think ya can play around with the diamiter of the wheel, the actual sidewall depth and width you can to an extent its safe enough to do but ya will be riding round about 20 mph at the most as ya alloys are gonna be very susceptible to being knocked out of balance and kurbing, well ya can imagine how easy it would be with a laggy band wrapped round your alloy. i did have a magazine with a conversion table in to show how far you can go but it seems someone at work was in dire need of it cus it aint around no more. If ya check drifting sites they seem popular in that scene id imagine for the lack of play in the sidewall and the rubber being tight across the tread with it being stretched the wheels dont last 5 mins, anyways each to their own.

in anycase ive found a site thats got the method of how its done, the old flaming technique is used just to get the tyre on the rim ! thats tight lol

The Veedub scene has been doing the tyre stretch for years now. Not very practical for the roads in this country, and neither for parking! Besides, I think the original question was not asked because of wanting to stretch the tyres, but more because the guy just didn't know whether they'd fit or not.
