Is the rear suspension in the 406's a torsion bar set up, the same as the 306's?

Is it a simple job to lower the back and front so? just put in coilovers?

More or less. For the back, you need shorter springs and dampers to match, or coilovers. Koni, Eibach or K&W would be my go-to brands for this.
For the front, it's a MacPherson setup like a lot of other cars, so you need a new strut, which houses both the spring and damper. This would be exactly the same as on a 306. Again, I would go to Koni, Eibach or K&W.
Don't cheap out and buy whatever cheap brand is available just to get your car lower. The stock 406 suspension is seriously good kit, well-balanced for handling and comfort on normal roads. Going too low or stiffening the suspension too much will ruin the ride and actually ruin the handling as well, unless every road you drive on is perfectly smooth.
For instance, the suspension on the TS4/SRi/TS6/V6 is already plenty stiff, probably the stiffest I'd ever want to go in a road car, and that's all stock Peugeot stuff. For some roads, especially around town, it can get downright uncomfortable at times. I can't imagine how bone-breaking an even stiffer setup would be. Long-travel suspension is a Peugeot trademark, and they've spent the last 50+ years perfecting it.
