I'm guessing it's a drainage hole? Perhaps a previous owner has had leaky rear light syndrome and has drilled a hole to get rid of the excess water that had been sitting in the wheel well?

I'm pretty sure they've all got that cut-out with a patch on it. My two 406's have anyway.

Yeah mines got it,its also got alot of silicone around it to keep the blank in after the old barge had a bout of "leaky light-itis" and I banged the blank out to drain the half a gallon of water out.

there's a hole of that size and there should be a small plastic cover sort of thing which clips in and prevents any dust/water coming inside. Mine was somewhat loosen about few months back and eventually became the entrance for the night staying mouse. Used a plastic lid which can tightly close the hole to say bye bye to the mouse.
