I've been looking up online tyre prices my my 406 which has 195/65 R15 H rated. Now I've found some budget ones for approx £55 each. Now normally I would thought that was cheap but budget ones for my old vectra which was on 215/45 R17 were £58 each! Is there anything I can do to get the price down like changing the profile etc.

If you change the profile, be sure and tell your insurance company that you've done that. Sure, they'll probably up your premium, because they're all complete and utter bastards, but it's better than having an accident and then them not paying out at all due to undeclared modifications (because they're all complete and utter bastards).
As for the actual answer to your question - I don't know if tyre prices for 215/55/R16 are any better - if they are, you may want to consider replacing your alloys with 16in ones - the Hoggar wheels fitted to Coupes from 2001 onwards were also fitted to late-model saloons/estates, and would be a straight swap for your 15in wheels. I can't see a set of these on eBay right now though.
Alternatively, there is the "Starfish" style of wheel fitted to Coupes from 1997 through to 2001, which were 16in on V6 models. There's a set of them with tyres for sale here - £90 for the set (plus postage):

Toyo Proxes CF1. At the very least it's a decent mid range tyre. I recently fitted 4 to mine, very happy.
Unfortunately tyre prices fluctuate with the price of oil.

Look at camskill.co.uk, just picked up Continental Premium Contact 2 195/65/15 for only £48 each.
Avoid cheap plastic crap.

Why would you buy a budget tyre at £47 when you can get the Proxes for £43.50 in the above link

Tyres for 16'' rims are normally dearer than 17'' oddly enough.

Very happy with the Proxes, but the Conties also sound like a good deal. My point is there's no need to buy a budget tyre

Camskill for expensive tyres (Pirelli Scorpions on wifes RR) but on my 406 I used Blackcircles - Kumho tyre (korean with good reviews) and ordered through Quidco for 3% cashback. About £101 fitted for a pair before cashback, customer service excellent and they swapped best of old tyres on to the spare for free!
