Yep that's a reluctor ring and yep it's more than definitely dead!

The HDis have 48 teeth rings, and either 86mm or 90mm diameter. Unfortunately there appears to be no way of telling which yours is, but the vast majority of cars are 90mm.

I used these: http://www.ebay.co.uk/itm/PEUGEOT-406-A ... 0725697997. Used to replace both my fronts and 8 months later, they're still fine 8)
