Small Scratches on Windscreen

I noticed small scratches on the windscreen of an uncles car (a 2001 2.2 HDI), its like it has been used with bad wiper blades, can scratches be removed, and if not how much does it cost for one for them companies like autoglass to fit a front windscreen, and can they do it without affecting the functioanlity of the auto headlights and wipers that the 406 has

The windscreen has to be replaced, although the functionality of the automatic wipers is questionable. If it's properly done, there will be no problems at all even with cheaper non oem windscreens.

Had my screen changed by autoglass just before the mot due to scratches and stone chips, did it through the insurance so only paid the excess. Auto wipers actually worked better afterwards as I think the water was running off the screen better on the nice smooth glass.
When I booked them to come out they did check whether it had auto wipers so make sure you tell them if they dont ask.
