Got the wiper arms off now paint.

I got one of them wiper arm removal tools:

and at last ive now been able to get the windscreen wiper arms off, with this tool you need to loosen the bolts holding the wiper down, but dont take it off, because it holds the bit that pushes in place without it slipping off under pressure. Then you just turn the handle (not the best handle for getting a good grip on) and you near a nice clunk noise when its off.
For the drivers wiper you need to turn it on, and make it stop at the top for the tool to fit in, then do the same, with the bonnet in the way its a bit trickier gripping the handle but it comes off. There was no rust they were just on there good and tight.
So here are the wipers at the moment, this is why i want to paint them:









Theres a bit of rust there, but it should sand out ok, i just need a bit of advice on what to paint them with, ive some grey primer i plan to sand the arms down first then put the primer on and some matte black, should i be using anything else such as a different primer or something about the rust.
And see in around the hinged part where there is missing paint, is there a way to take out the pin to spay in behind that properly?
I also have similar spits of rust on the black post that holds the rear 1/4 windows in place, can they be done in the same way.
