Take off the back rest, stand it with the top of the backrest on the floor and starting at one end of the bottom of the backrest lever the backrest material out of its groove. (The edge of the material is stiched onto a plastic strip which presses into the groove.) Pull out all that bottom edge then gently pull the foam away from the metal backrest plate and expose the seatbelt. The unit is held in place on the mounting plate by a single 16mm bolt and has a locating pin and a corresponding hole in the backplate.
