buzzing from passenger side dash

1997 2.1 TD, Ive posted this before but in the wrong section! perhaps thats why I didnt get a response, I have a costant buzzing sound coming from the passenger dash area, it starts as soon as the ignition is on, i'm thinking maybe a duff relay, I dont want to dig too deeply because of the airbag, are there any relays in here and are they accessable ? it sounds like someone using an electric shaver!

Just had a dig around in the footwell and I reckon you could be right, there is a slight vibration coming from the whole fan? assembly (big round black thing), can it be disabled and what would I lose if I did.

You don't want to disconnect the big one as that's the main heater/cooler fan. I was talking about the recirculation one which sits in one of the air vents. Apparently, this makes noises but I never heard any (probably 'cos I am deaf)...
