I'd imagine any old key cutting/shoe repair place on the high street would be able to cut you a new key although I'd hope they'd ask to see the V5...
Why is it that shoe places cut keys?

I've always wondered that? Hardly the same are they.
You can get uncut blades from ebay. Wouldn't have thought a high street key cutter would have the blade, but they would be able to cut one for you i'm sure.

prob is i went to a couple of those shoe/key cutting places and all said dealer only but could they do it if i bought an uncut one off ebay

Yeah, but just try asking a key place to fix your shoes and they're f*cked
