406 HDI New Key

I have just bought a 406 HDI on a yr 2000 W plate.
It has only got one remote locking key with the 2 buttons and the other is a solid body key with no buttons.

Can anyone tell me if i can buy one off Ebay and program it myself please?
If not, what can i do to get another remote locking key ....cost effectively...!!
