noisy central locking

Talk about the 406's electrical system, what wires do what, how to add extra functionality, etc.

The noise is probably the door locking and unlocking in quick succession, this is often caused by one of the locks sticking, make sure they all move freely and squirt a drop of oil in them if they don't.

Does your car have 'Total Closure'? ie...you deadlock it and any windows that are open will automatically close.
Perhaps the teeth on the regulator in the driver's door are knackered and it's that noise you hear when locking as the motor tries to close the glass.

What happens if you use the key in the passenger door to open/close the car

I would advise removing door card and having a proper look at mechanism. As said above the noise is central locking going on and off in the door, and usually indicates a mechanical fault.
