Intermittent non starting 1.9 TD 97 model

Having just fitted a new starter after the old one eventually died completely im still left with a fault thats been there since i bought the car several months ago.
Upon attempting to start the car hot or cold after letting the glowplug light extinguish engine turns over no problem but it doesnt kick into life... repeat starting procedure and on the next attempt or two voila... starts no problem.
I'd like to get it sorted as though its of low annoyance factor at the moment i dont want to wait for it to get to the stage my starter did! (click click click).
Any thoughts appreciated

look at the fuel return pipes coming off the injectors for signs
of dampness which points to them being perished and pulling in air,
also check the one's around the pump .
