It's not standard, that's what it is. Possibly a phone kit aerial or something? Could be anything

Is it possible that some chav previously owned your car and had an illuminated tax disc holder fitted? Otherwise, like stated it's likely to be a phone aerial/alarm sensor, etc. Can't really tell without some further information.

I reckon that would be illegal for road use not to mention distracting for the driver/others and why would you want to draw attention to your tax disc ? we've all got one, we all know what they look like, how weird.
